in-between sizes and doesn't match size chart

I tried a 12 it was too big - the elastic in the waste made it sag. The halter was too loose as well. I returned it for the 10 and it was too tight and the halter was too tight and too much pressure on the neck. Unfortunately I had to return both and waste $24 on postage.
